Study on the Empowerment of the European Patient Denmark has the most empowered patients around Europe. So says the report Empowerment of the European Patient - Options and Implications”, published today in Brussels. The top ranked countries are a good mix of Western and central - Eastern European countries. The report finds that money is not the only thing that matters when it comes to patient empowerment – the issue is about will and perception of whom the healthcare system aims to serve!
The report groups 18 indicators of empowerment into four categories: Patients’ rights, Information, Health Technology Assessment (HTA) and Financial incentives. Each sub-discipline is weighted for importance to provide the overall score of max 1000 points.
The individual category leaders are as follows:
Patients’ rights: Switzerland Information: Denmark Health Technology Assessment (HTA): Denmark and the UK Financial incentives: Belgium, Germany and Switzerland
Luxemburg, 16th place: A provider catalogue with quality ranking is needed to enable patients’ choice! For more information, the Report and the Matrix: Health Consumer Powerhouse

CSV promotes Telehealth The currently governing political party in Luxembourg, the Chrestlesch Sozial Vollekspartei (CSV) pledges to enhance the care services delivery in primary care settings by promoting telehealth type applications. It therefore plans to extend the use of enabling technologies in the care at home, in order to - more specifically - facilitate the transmission of personal health data to doctors or health professionals for daily assessment and follow-up. The original pledge in favour of telehealth and telemonitoring applications can be viewed in the 2009 election programme of the CSV (pages 57 and 58) [.pdf]. Please find here after an example of a telehealth application: HomeTelehealth Ltd video on Telehealth at Home |

It has been reported thatDGTelemed justified its decision by stating that the first results emerging from the mainstreamed application of Telediabetes confirm in an impressive way the high potential by this telemedicine driven care network to enhance the efficient and sustainable care for diabetes patients in Germany while parallely showing that care costs would reduce.
TeleDIAB has now been mainstreamed in Germany, starting in 2007. e-health-com further informs that currently 520 patients are participating in the care scheme, who are followed up by 276 medical practices. The network has been able to have the following outcomes after 12 months of care operations: the participating diabetes patients have seen a drop of HbA1c of 0.9 percent und rerduced their weight on average by 1.6 kilograms. Cost reductions of 1840 Euros per patient per year have been generated. |

A pan-European surevey and analysis on the use of ICT among General Practitioners A pan-European survey and related analysis on the current state of use of ICT in GP practices has been published on the EU Commission's webpage "Europe's Information Society". The report that has been prepared by Bonn-based Empirica research group, shows for 29 European health systems, including Luxembourg, the state of advancement of ehealth based clinical practice as well as uptake of ICT in GP medical practices.
